Introduction

Maryland’s Family and Medical Leave Insurance (FAMLI) program makes sure all workers in Maryland have paid time off for medical and family reasons. FAMLI is a $2 billion social insurance system, delivered as a digitally native, public-facing service. We’re in the early stages of building something as big and as far-reaching as unemployment insurance or a new health department, and we are committed to creating an organization that embraces modern best practices in everything it does.

The Director of Employer Services will build and lead the Employer Services directorate in the newly created FAMLI Division at the Maryland Department of Labor. As the first hire of the directorate, the Director of Employer Services will have the opportunity to build a team that strengthens Maryland’s economy through providing flexibility to both employer and workers when they need to take care of themselves or loved ones. The Employer Services team will be dedicated to understanding and serving the needs of employers in supporting this new benefit. The Employer Services directorate will be charged with supporting employers in complying with FAMLI regulations, and in gathering employer feedback in order to continuously improve the employer experience with FAMLI.

Main Purpose of Job
The Director of Employer Services is the senior leader of the Employer Services Directorate in the Division of Family and Medical Leave Insurance (FAMLI) at the Maryland Department of Labor (MDOL). The Director of Employer Services will set and execute the organizational strategy for the Employer Services directorate to ensure employers understand and can easily comply with FAMLI program requirements. The Director will collaborate with the FAMLI Digital Services, Community Engagement, Private Insurance Plans, and Policy teams, as well as other members of the Maryland Department of Labor, to ensure employers have an excellent experience when interacting with the FAMLI program.
Position Duties

Duties of this position include but are not limited to:

  •       Determines organizational structure and staffing needs of the Employer Services Directorate;
  •       Establishes overall policies and procedures for the Directorate, oversees their implementation, evaluates their effectiveness and approves major revisions; 
  •       Establishes overall Directorate goals, standards, and controls to meet Directorate objectives and oversees their achievement;
  •       Plans, directs, and administers all aspects of the Employer Services Directorate;
  •       Oversees and manages the personnel and financial resources of the Directorate;
  •       Develops, implements, and manages short and long-range plans for Employer Services Directorate operations and resources; 
  •       Plans, coordinates, supervises, and evaluates the work of subordinate employees;
  •       Prescribes and oversees development and training of Directorate staff; and
  •       Represents the Employer Services Directorate before state officials, legislative committees, and senior managers and executives of other agencies concerning Directorate activities.


Requirements

Minimum Qualifications

Education:

Possession of a Bachelor's degree from an accredited college or university 
And
Experience:
Ten (10) years of progressively responsible experience working and managing in complex organizations in the public, private, or non-profit sectors, including:
  • Leading dynamic, high-performance teams
  • Developing and executing short and long-rang strategies to improve organizational effectiveness and efficiency
  • Successfully managing relationships with demanding stakeholders in complex, high-stake environments.

Desired or Preferred Qualifications

  • Master’s degree in Public Administration, Business Administration, Public Policy, or other relevant field
  • Track record of providing outstanding customer experience through data-driven, user-centered improvements to organizational processes and training
  • Experience building an organizational culture of empathy, empowerment, and relentlessly high-performance standards among stakeholder-facing staff
  • Knowledge of Maryland business compliance ecosystem
