Company Overview
The Workers' Compensation Insurance Rating Bureau of California (WCIRB) is California's trusted, objective provider of actuarially-based information and research, advisory pure premium rates, and educational services integral to a healthy workers' compensation system.
The WCIRB is a California unincorporated, private, nonprofit association comprised of all companies licensed to transact workers' compensation insurance in California, and has over 400 member companies. No state money is used to fund its operations. The operations of the WCIRB are funded primarily by membership fees and assessments. To accurately measure the cost of providing workers' compensation benefits, the WCIRB performs a number of functions, including collection of premium and loss data on every workers' compensation insurance policy, examination of policy documents, inspections of insured businesses, and test audits of insurer payroll audits and claims classification. The WCIRB employs approximately 200 people. The home office is located in Oakland, California.
Company History
This September, the Workers’ Compensation Insurance Rating Bureau of California (WCIRB) will celebrate its 100th anniversary. Since 1915, the WCIRB has been objective, trusted and integral to the California workers’ compensation landscape and is committed to providing data, research, analysis and services that foster a healthy system for all stakeholders.
This commitment was echoed loudly at the recent WCIRB Annual Workers’ Compensation Conference held on June 11, 2015 where leaders from across the breadth of California’s workers’ compensation community gathered to share perspectives on the state of the system and a look ahead, as well as celebrate the WCIRB’s first century of service.
We kicked off this centennial conference with a short video that symbolizes the WCIRB’s evolution into the dynamic and vibrant organization it is today. In just three minutes, the video chronicles WCIRB milestones through the decades – beginning with its founding in 1915 all the way to our 2015 move to an open, technologically modern office in Oakland, California. A common theme in my prior letters to the workers’ compensation community has been our progress toward transforming the WCIRB into what we called “getting ready for 100 years young.” I am pleased to tell you as we approach our centennial mark that We Are Ready indeed for the start of our next century of service.
The following are some of our recent significant accomplishments in the transformative WCIRB journey:
•Reorganized our operations into customer-centric teams, providing single points of contact aligned to the unique business needs of our members, and with enabling technology achieved a two-fold gain in operational efficiency.
•Strengthened our capacity to identify system-wide cost drivers and root causes to better inform all stakeholders with the most relevant information available. This includes our ongoing monitoring of the cost impact of Senate Bill No. 863 reforms.
•Expanded our outreach and educational channels with the production of additional modules in our Education on Demand online curriculum, as well as hosted both recorded and live webinars on a variety of topics of interest.
•Continued our engagement with the employer community through statewide presentations in partnership with associations including the California Employer Advisory Council (CEAC), the American Payroll Association, and the Professionals in Human Resources Association (PIHRA).
•Built and deployed a new online data warehouse for insurers called WCIRB Inquiry that enables access to data, facilitates analytic queries and delivers comparatives across industry and geographic subsets in ways never before capable from a WCIRB provided toolset.
•Published our first annual State of the System report to provide a broad-based, objective perspective on the key cost drivers in California’s workers’ compensation system including comparisons between California and other state and national benchmarks.
Looking ahead to the balance of 2015 and into 2016, we plan to roll-out several new products and services including:
•Proposing January 1, 2016 regulatory changes that will pave the way, pending approval, for the WCIRB to issue nearly 20,000 January 2016 experience modifications by early October 2015.
•Enhancing WCIRB Connect™ to enable:
•Agents, brokers and insurers to submit and track online notifications of changes in ownership
•Insurers to submit and track online requests for a WCIRB classification inspection
•Authorized insurers real time access to coverage searches and reports
•Expanding the wcirb.com Classification Search tool to include sample descriptions of the typical operations assigned to a classification code.
•Leveraging our online education program by including Continuing Education Units (CEUs) for licensed agents and brokers and delivering more convenient, web-based training opportunities for insurers' staff.
•Publishing our second annual State of the System Report – building upon our first report with additional insights into the cost drivers of the California workers’ compensation system.
I am proud of our WCIRB team as we continue to build from a rich history to a modern, forward looking and customer focused organization. And, we couldn’t do all of what we do without the commitment of our members and the collaboration of so many who volunteer to serve on our committees or working groups. We are grateful for your expertise and your support.
All that said, I believe our best is yet to come. We have a strong foundation that is poised to engage on the emerging issues of the day, the changing landscape of legislation and regulation, and the evolving needs of our customer community. With an emphasis on listening to stakeholders and monitoring a wide array of workers’ compensation metrics, we are ready to anticipate the services, research, and data analytics required to facilitate the answers to tomorrow’s questions.
